What Is Local Law 97?

Local Law 97 caps carbon emissions for NYC buildings over 25,000 square feet. Go over the cap and you’re paying $268 per ton, every year, until a retrofit brings you under it.

That cap only gets tighter. A 50% cut from 2005 levels lands in 2030, and 80% by 2050. Most buildings put up before the last decade aren’t within reach of either number yet.

An energy audit tells you the number. It doesn’t move it. Construction does, through envelope work, mechanical replacement, and electrification, and the owners who get ahead of that are the ones who treat the audit as a starting point instead of a compliance checkbox.

C-PACE financing covers energy efficiency and electrification work with long-term, fixed-rate terms, and depending on the administrator, some programs ease the standard savings-to-investment ratio requirement for full-electrification scopes. Terms differ enough by program that this is worth confirming directly with a financing partner before you count on it.

NYSERDA and Con Edison both run incentive and rebate programs that can apply to lighting, HVAC, and envelope upgrades. Federal tax incentives may also be in play depending on scope.
